In my opinion the best investment of municipal authorities is an oceanarium among the other suggestions given. I think that way, because it's not boring and everyone could have fun there.
1. I think people move to the suburbs or countryside, because there's quieter, there is not much pollution. Also people like to try new things.
2. I couldn't live without my bed. A bed is an object on which you sleep, sit and rest. I couldn't sleep on the floor or the mattress itself because it'd be very uncomfortable.
