Every school has its own rights, which students have to follow whether they like it or not. The most common violation of rules is using the phone when it's forbidden to do. In my opinion, to stop that kind of behavior that is inconsistent with the rules, the school should be more understanding. If possible, then compromise and for example have designated hours to be allowed to use the phones. Eventually, if a compromise is excluded, probably the best way is to talk and explain why the rules are. It's needed to make it clear to students how the rules help with making school a better place and let them understand.
