Wyjaśnienie:

Wyrażenie "by" używamy najczęście by podkreślić, że do tego momentu coś się stanie. "Do środy" "do godziny 12ej" itp. itd. Z kolei "at" mówi, że w o danej godzinie/w danej chwili coś będzie miało miejsce.
